HA HA HA oh man, don't you think that is stretching it a little? Bush is a well known for not being articulate. I am sure this was just one of his dumb slip ups, or him trying to say something that he thought people wanted to hear. I mean, I thought I remembered seeing the 1st plane hit the tower! That's how I understood it, as well. I remember when I woke up that morning, and flipped on the TV, I saw that a plane had hit the first tower, and then I actually witnessed the second plane hit the second tower. But I would definitely say that I SAW that the first plane had hit the building. I don't know how long GW had lived in the south, but I do know that southerners will often say "I seen" or "I saw" when what they mean is "I heard".
